The City Manager of Boulder City operates under a Council Manager form of government. Under this structure, the elected Mayor and City Council are responsible for all policy decisions affecting the city. The implementation of Council policies and the general administration of city operations is the responsibility of a professional city manager.  

Vicki G. Mayes is Boulder City’s City Manager and is chief executive officer and the head of the administrative branch of the City government. She is appointed by and is directly responsible to the Mayor and the City Council. She appoints (and removes) all officers and employees of the City, except the City Clerk, City Attorney and Municipal Court Judge. She prepares the annual budget, submits it to the City Council and is responsible for its administration after adoption. She also prepares and submits a complete report of the finances and administrative activities of the City for each fiscal year, and keeps the City Council advised of the financial condition and future needs of the City. She directs and supervises all of the departments of the City; develops programs and alternatives for consideration by the city Council, and represents the City in negotiations with other governmental representatives.

Biography

Vicki G. Mayes was appointed Boulder City's City Manager in August, 2004. Prior to her appointment, she served as Boulder City's City Clerk since June, 1992. Her previous experience includes serving as Mayor's Secretary and Deputy City Clerk for the City of Mason City, Iowa for approximately seventeen years.

Vicki received her Bachelor of Arts Degree in Finance and Banking from Buena Vista College in Storm Lake, Iowa, in 1988. She received her Master of Arts Degree in Organizational Management from the University of Phoenix in 2000. She received her Certified Public Official designation from the University of Nevada Reno in 2000. She is listed in the "Distinguished Men and Women of Southern Nevada" and is past president of Boulder City Sunrise Rotary.

Vicki is active in many regional programs including, Southern Nevada Water Authority and the Southern Nevada Regional Planning Coalition. She is a member of International City and County Manager's Association, LOGMAN and the International Institute of Municipal Clerk's. She was the first City Clerk in the State of Nevada to receive the Master Municipal Clerk designation and one of the first officials to receive the Certified Public Official designation. Vicki serves on the Lend A Hand board. She implemented the, "I Like Me" literacy program at Andrew J. Mitchell which provides a personalized book to each kindergarten student. She also represents the City as a speaker at many civic and social events.
