Q. Who controls the water rights if they want to dig a well?
A. The City (and State) control water rights. No wells will be dug as part of this project.
Q. Has a Cultural Study been performed and are there results available?
A. A Cultural Study has not been performed for this specific site. Studies in adjacent areas indicate some of the transmission lines in the vicinity are listed on the National Register of Historic Places. There are no other known NRHP sites within the Project Boundary.
Q. Water availability during construction
A. Water for construction will be limited to approximately 100 gallons per minute at the site. There is a location approximately 10 miles away where additional water could be obtained and trucked to the site.
Q. What is the treate Waste Water Effluent water quality?
A. The City is in the process of designing and constructing tertiary treatment to ensure the effluent will meet all NEvada Department of Environmental Protection Category B re-use requirements in accordance with NAC 445A.276. Additional data will be available during the design phase.
Q. What is the average wind speed for this site?
A. The City has not conducted individual wind studies for this specific location. Information is available for a location approximately 10 miles to the NE at the Boulder City Municipal Airport in large PDF files that list wind data every 5 minutes for 9 months in 2009. Desert Research Institute ("DRI") of the University of Nevada - Las Vegas may have additional wind data.
Q. What flood zone is the project site located?
A. According to the most recent FEMA FIRM maps, the site is located within the flood zones A and X. Principally the area designated as "A" is located in the area generally recognized as the limits of the dry lake bed. The balance of the area is designated as "X".
Q. Has an EIS (Environmental Impact Study) been performed on the site?
A. No. One is not required. The site is located upon private land (i.e., not "federal" land) and is not subject to EIS requirements. Should the successful proponent choose to use Federal dollars to construct their project, there may be additional environmental studies required as part of their federal grant. Should the use of federal money trigger an EIS or other environmental study, the lessee will be resonsible for those costs and studies. Otherwise, no EIS is required for development.

A. Yes. The Townsite Southwest site may be accessed at this link. The ZIP file contains the shape file of the proposed lease area boundaries and contains the projection information so that the file can be used in most GIS applications.

Q. What is the width of the future U.S 93 by-pass route (affects the Townsite SW solar site)?
A. The overall right-of-way width for the U.S. 93 by-pass is 550 feet. Actual roadway width is 166 feet with buffer on either side for roadway impact mitigation (i.e., slope control, culverts, drainage enhancements, etc)
Q. When will the U.S. 93 by-pass be built (affects the Townsite SW solar site)?
A. Unknown. Funding for the construction has not been secured from either Federal or State government. More recently, the Nevada Legislature approved legislation to permit the roadway to be a test road for Tolling, using private investment funds to construct the roadway, with the Regional Transportation Commission of Southern Nevada to be the coordinating agency. To date, no action has been taken.
Q. Have plans been drawn up for the U.S. 93 by-pass project (affects the Townsite SW solar site)?
A. The plans for the project have been completed up to the 35% stage. They are available for inspection at the Boulder City Public Works offices, located on the lower level of City Hall, 401 California Avenue, Boulder City, Nevada. Electronic copies are not available.
Q. Is there a website available on the U.S. 93 by-pass route (affects the Townsite SW solar site)?
Q. Has the City identified the desired connection point for power to be delivered to the Boulder City Electric Utility, and if so, what is the voltage? (affects both RFP's)
A. No. That will be determined at a later date through negotiation between the successful respondent and the City Electric Utility. The respondent should list their assumptions in their response to the City.
